"The decrees of the government of the Russian Federation (No. 145, 146, 547, 634, 163, etc.) should remain fixed even with the adoption of a single subsidy," the Rosspetsmash letter to the President of the Russian Federation stated. 
According to Denis Krivtsov, general director of the TONAR machine-building plant, the idea of introducing a subsidy could undermine the trust relationship between the plants and the state. According to his statement, the subsidy is a shameless attempt to shift the responsibilities of the authorities on the shoulders of enterprises, to impose such problems as: inflation, the stability of the ruble exchange rate and others, on the shoulders of workers.
